PURPOSE
This position is primarily responsible for the coordination, reporting and implementation of CST Coal’s Water Act Approvals and Licenses. The specialist will administer the applications for the construction, maintenance, monitoring and improvement of structures and facilities authorized under the Water Act and is responsible for creating application documentation and reviewing documentation to meet or exceed all regulatory requirements while ensuring these deliverables satisfy project deadlines.
The position will assist in the planning of progressive reclamation, mine reclamation plans, reclamation plans required under the Water Act and assist in the administration of the Mine Financial Security Program in accordance with regulatory requirements under the conservation and reclamation regulation.
ACCOUNTABILITY
Reporting to the Regulatory Coordinator, who is responsible for mentoring, supervising, and adjusting the incumbents work plan and responsibilities the incumbent is directly responsible for three full time technicians/technologists.
RESPONSIBILITIES & PERFORMANCE STANDARDS
- Facilitate the submission of accurate and timely applications, reports, amendments and renewals under the various Water Act Approvals and Licenses held under by CST Coal.
- Development and implementation of monitoring programs associated with the Water Act Approvals and Licenses.
- Investigates matters related to water storage, wastewater discharge, pollutants, permits, and regulatory compliance
- Assist in the development and design of Drainage plans, Hydrologic and Hydraulic Assessments to meet submission timelines and improve system performance.
- Assists in the planning, construction and post construction phases for water related infrastructure in compliance with the terms and Conditions of CST Coal’s Water Act Approvals and Licenses.
Additional Duties
Responsible for providing technical support/advice in the form of formal/informal presentations or reports to other Departmental staff, Managers, Senior Executive, Government, NGO’s and the general public as required.
- Responsible for performing other related duties as required.
QUALIFICATIONS
Education
Bachelor's degree in Natural Resource Management, Hydrology, Environmental Science, Environmental Management or related field. Bachelor's degree in Civil or Environmental Engineering or related field of study, would be considered an asset but is not a requirement.
Experience
A minimum of three years of direct, experience in an industrial setting, preferably in mining; A suitable combination of education and experience may be considered. Demonstrable project management experience would be considered an asset.
Knowledge, Skills & Abilities
- Safety attitude and personal commitment to a zero incident work place
- Excellent knowledge of provincial and federal legislation including the Environmental Protection and Enhancement Act, the Water Act and applicable codes of practices.
- Proficiency with the Microsoft Office Suite
- Design experience utilizing AutoCAD, AutoCAD C3D, or other computer aided drafting software, would be considered an asset.
- Knowledge of project management principles
- Sound problem solving and creative thinking skills
- Effective verbal and written communication skills
- Strong interpersonal skills due to exposure to a variety of scientific disciplines
- Demonstrated ability to organize and multi-task in an environment with changing priorities with minimal warning
PHYSICAL REQUIREMENTS
The incumbent needs to be able to:
- Handle loads up to 20 kg. in weight
- Maintain a license to operate a vehicle requiring a Class 5 license
- Engage in physical exertion, i.e., walking and climbing over rough and uneven terrain in all types of weather
- Perceive fine visual detail
WORK ENVIRONMENT
This position will be on an EDO schedule where the individual will work 9-hour days, and receive every second Friday off to help facilitate work/life balance. This position includes both office and fieldwork.

As a condition of employment, the incumbent is required to comply with pre and post-employment drug and alcohol testing as per the Drug and Alcohol Policy. Personal protective equipment will include the use of an approved hard hat, safety glasses, steel toe boots, hearing protection, protective clothing and gloves, and safety vest.
